Attitudinal change must to redress grievances of the masses, Muzaffar Syed

Peshawar: The Khyber Pakhtunkhwa Minister for Finance, Muzaffar Syed Advocate has asked public servants for bringing attitudinal change, creation of fear of God and self accountability in them to solve the people’s grievances in proper manner and provide them justice in letter and spirit.

This he said while addressing a 2-day capacity building workshop on “Khyber Pakhtunkhwa Procurement of Goods, Works & Services Rules” arranged jointly by Khyber Pakhtunkhwa Procurement Regularity Authority (KPPRA) Assessment and Strengthening Programme (ASP) and Rural Support Programme Network, (RSPM) in Peshawar on Tuesday.

The workshop was attended by Officers from Finance, P&D, PCNA and Law & Parliamentary Affairs Departments. Managing Director KPPRA, Syed Mohammad Javed and former Federal Secretary and Consultant of RSPM Habibullah Khan addressed the inaugural session of the workshop also.

Muzaffar Syed while addressing the workshop said that masses were fed up of the existing system and of the prevailing menace of corruption in the country. He went on to say that the provincial government was well aware of the drawbacks of the existing system and was taking solid steps to reform it.

He informed that in order to bring transparency and ensure rights of the masses, government had promulgated right to access to information ordinance and access to public service law in the province. “The government intends to keep people aware of the affairs of the government and eliminate all hide outs in this regard”, he asserted.

The Minister told the participants of the workshop that an online grievances redressal system had been launched in the Finance Department to solve problems of the people especially of the pensioners at their door step. He further said that government was taking all these steps to ensure access of the masses to information.

The Finance Minister while lauding holding of the workshop hoped that it would enhance capacity of the officers and led to improvement of the performance of the selected departments. He urged the participants to fully utilize the knowledge to be acquired at the workshop and discharge their duties with honesty and sincerity.

Earlier, MD KPPRA Syed Mohammad Javed, while highlighting aims and objectives of the workshop, said that the institution was formed to make system of procurement in public sector transparent, ensure judicious use of public funds and redress grievances well and in time. He informed that KPPRA was taking steps for capacity building of various public sectors departments.

The MD informed that apart from holding training workshop at seven divisions of the province, officers of Home, Police, Works & Services and Judiciary departments had been imparted training of procurement rules. Ex Federal Secretary and Consultant of RSPM Habibullah Khan while addressing the inaugural session, underlined the need of improvement in the existing rules and bringing transparency to meet the challenges of the modern era.

He informed that inclusion of the donor assisted project in the ADP was a big decision on the part of the government. “Now donor funded projects are placed in the domain of accountability and transparency”, he remarked. He hoped that the decision would help in bringing far-reaching impacts in the development of the country.
