PAC digs out irregularities in certain educational institutions


The Public Accounts Committee (PAC) of the Khyber Pakhtunkhwa Assembly met at Abbottabad Wednesday and directed the sub-committee to visit the spot and physically check different embezzlements occurred in Hazara University Mansehra and report back to the PAC.

Chaired by Speaker Khyber Pakhtunkhwa Assembly, Asad Qaiser, the PAC meeting was also attended by MPAs Syed Jafar Shah, Syed Mohammad Ali Shah Bacha, Mufti Said Janan, Qurban Ali and Idrees Khattak.

The meeting discussed the audit accounts for the year 2007-08 and 2008-09 regarding Chief Minister’s Secretariat, Hazara, Peshawar and Bannu Universities and made certain decisions.

The committee expressed its displeasure over the spending of Rs. 16 lakh 26 thousands by Hazara University Mansehra in 2008-09 without any open tender. The committee resolved that in future no such spending will be allowed and will take notice of each penny spent in such manner.

The committee also took notice of paying Rs.8 crore 32 lakh advance to a Project Director from the amount collected under the head of fees of students by the University Of Science & Technology, Bannu.

The committee was informed that the matter is comprehensive probed and National Accountability Bureau (NAB) is also investigating it. The committee directed that entry regarding this negligence be also made in the ACR of the responsible officer.

The committee expressed indignation of the absence of the Vice Chancellor of Peshawar University and the language and style of the letter addressed to the Speaker by the Registrar of the University in this regard. It was resolved that it was all against the privilege of the members of the committee and summoned the concerned officers to be present in the upcoming meeting of the committee.

The Speaker of the Assembly said that in view of the prevailing circumstances, the conveyance, medical, house-rent and hard area allowances required revival but he also agrees with the audit objections in this regard.

He said that in view of the ground realities, we have to get rid of the limitations of rules and regulations and whenever required we will review it within the framework of law. He assured that as Speaker of the House, he will always support such revival.

Besides others, Additional Secretary Assembly Amjad Ali Khan, Additional Secretary, Israr Mohammad, Director Audit Asadullah Khan, Deputy Secretary Taj Mohammad ,DG Audit, Javed Iqbal, VCs Hazara and Bannu Universities, Assistant Secretaries Provincial Assembly, Haris Khan and Shahid Rehman also participated in the meeting.
