PAC orders recovery of Rs. 2 crore 71 lac from various government functionaries

Peshawar: The Public Accounts Committee (PAC) of the Khyber Pakhtunkhwa Assembly on the 2nd day of its sitting at Abbottabad on Thursday has ordered recovery of Rs. 2 crore 71 lac from different government functionaries responsible for various faults.

MPA Syed Jafar Shah presided over the meeting. The meeting had detailed discussions on audit paras for the year 2011-12 and 2012-13 regarding establishment and administration department, agriculture, livestock, fisheries and cooperative department and agriculture engineering wing and took certain decisions in this regard.

While discussing the transaction agreement with two officials of an insurance company in respect of a helicopter’s matter for the provincial government, showed displeasure over it and ordered recovery of amount from the responsible persons involved in the malpractice in the year 2008.

The committee asked about the amount of Rs. 25 lac 50 thousand spent from the discretionary fund of Chief Minister and added that the audit officials may be provided with the copies of NIC and receipt of those who got benefited from it.

The PAC has also directed in light of the audit reports to provide the list of those irrelevant people travelled in the helicopter apart from government personalities and submit its list to the audit department.

The PAC has also handed over the inquiry of estimate of the expenditure on account of kitchen items to the sub-committee of PAC.

The PAC has asked in the light of Provincial Inspection Team’s investigation about the amount of Rs. 2 crore spent by Assistant Agriculture Engineer DIKhan, spent on the purchase of petrol and spare parts and ordered for the recovery of said amount from him.

The committee has resolved that every administrative secretary should be present himself in the meetings of the PAC and no officer less than the rank of Additional Secretary would be allowed to assist the committee and the Additional Secretary would respond in front of the committee about the audit objections.

The committee has declared that the audit parties should provide all the audit record and the government money could not be deposited in private banks without the approval of the finance department. The committee further added that stern action will be taken against an official in case of noncompliance.

Speaking on the occasion, MPA Syed Jafar Shah has said that the PAC has the forum to check out the monitory matters of the government departments and it will continue its jihad adding that the every penny of the exchequer will be checked and this mission will continue in future too.

The meeting was also attended by DG Audit Javed Iqbal, Additional Secretary Provincial Assembly Amjad Ali Khan, Additional Secretary Law Israr Mohammad, Deputy Secretary Inamullah, Assistant Secretaries Provincial Assembly, Haris Khan and Shahidur Rehman besides the authorities from the departments concerned.
