Population Welfare Dept loses money on rented offices

LARKANA: Population Welfare Department has almost no offices of its own and since last 51 years its offices are working in rented buildings throughout Sindh.

The department came into being in late Gen. Ayub Khan’s era in 1965 to control population and in all 24 districts of the provinces, the Sindh government has so far failed to construct its own buildings for their own offices where their huge staff can work. The department is spending millions of rupees monthly over paying rents to the owners of the buildings they have hired.

Sources revealed that most of the offices are owned by the bosses, employees, their relatives or friends. This department was managed in the past by the federal government but after passage of 18th Amendment, it has been handed over to provinces.

As many as 47 Welfare Centers are working in Larkana district, including office of the Director, which is paying Rs 0.5 million rent monthly to the owners of the places where these centres have been established, sources disclosed.

Likewise, throughout Sindh, hundreds of centres were established and none of them have their own offices as yet including department’s provincial secretariat, sources added. The bosses of this department using their influence have got the buildings of their near & dear ones on monthly rent basis with advance payments where these centres are working since very long and government is paying huge amounts out of tax payer’s hard earned money on their monthly rents instead of constructing its own buildings. These sources further added that advance payments have also been made to the owners of those buildings which must be probed. Larkana District Population Office is also said to be monthly paying about one hundred thousand rupees which is really wastage of money.

Will the government pay heed to this unnecessary expenditure & order thorough inquiry, people of Larkana have demanded. Peeral Day, Provincial President, All Pakistan Clerks Association (APCA), Sindh, confirmed to PPI here on Sunday saying that it is irony that Sindh Government has not so far taken concrete steps for constructing its own offices of the department which shows that they are not serious in running this vital section benefiting whole population. He also deplored the attitude of the federal government which also failed to provide own buildings in the provinces due to which everyone concerned is suffering now. He demanded that new buildings for offices be built throughout Sindh now without loss of further time to save monthly expenditure incurred on rents which could have been used for upliftment works.
