Seven officers demoted: SHC seeks KWSB’s comments

KARACHI: The Sindh High Court (SHC) has issued notices to chairman and managing director of Karachi Water & Sewerage Board (KWSB) to file their comments on the petition filed by seven officers of the department who moved the court against their demotions.

The SHC bench, headed by Justice Mohammad Ali Mazhar was hearing the constitution petition filed by seven KWSB officers, Gulshan Ali Shaikh, Zaheer Ahmed, Ali Dost, Ghulam Ali, Mukhtiar Ali, Mohammad Mansoor and Ghulam Akbar. The officers were serving as assistant executive engineers but now had been demoted as sub-engineers.

The petitioners submitted that they were appointed as sub-engineers in BS-14 in 1994 and on the basis of their higher qualification and hard work there were promoted as assistant executive engineers in 2004.

They submitted in the petition that after the period of almost 12 years all of the officers were demoted in BS-14 through a notice on the recommendations of departmental committee; however, there was no concept of such committee.

This act shows the inconsistency and casual act of the department from depriving us from our fundamental right they stanched.

Citing chairman and managing director of KWSB and chief secretary as respondents, the demoted officers prayed to the court to suspend the operation of a notice and declare it as void and null. The court was further requested to restrain KWSB from taking any adverse action against the petitioners till the decision of the court.

The court issued notices to respondents and AAG to make sure the submission of their comments on 15th January.
