KARACHI: CNG Dealers Association on Thursday accused Oil and Gas Regulatory Authority Ogra for hatching a conspiracy against them, saying it has issued showcause notices for revoking CNG licenses of several CNG stations as they are constructed in residential areas.
This was stated by Chairman Pakistan Petroleum and CNG Dealers Association PPCNGDA Abdul Sami Khan addressing a press conference at Karachi Press Club.
He appealed to the Chief Justice of Pakistan Iftikhar Mohammad Chaudhry to take notice of the issue and save a large number of people depending of these gas stations from being deprived from their livelihood. “If we are forced to pack up our businesses then thousands of people depending on this business will suffer the consequences.”
Rejecting Ogra’s concern over the presence of CNG stations in populated areas, Sami said that these CNG stations were duly initiated after a comprehensive analysis and checking by a team of explosive department, working under ministry of industries. “NOC’s from various local government departments were obtained after examining all technical matters related to public safety and vicinity characteristics.”
The PPCNGDA chairman said that the licenses were issued for 15year period but now Ogra is seeking to revoke them on the grounds of public safety. “These licenses were granted after fulfilment of entire safety guidelines but now all of a sudden these CNG stations have created a situation of congestion and safety concerns.”
He said that it is very much evident that several incidents of explosions occurred due to substandard CNG kits installed by the vehicle owners, not by malfunctioning of CNG stations.
Sami said that under the newly framed finance bill the dealers are required to get themselves registered under Sales Tax Act but “we cannot register all our pumps within a brief period of 15 days.“ He said as this deadline of registration has already passed, dealers are now being charged an additional one percent sales tax as a penalty.
He demanded of Ogra to extend the registration period by 30 days, with no imposition of additional sales tax.
