MRI project of CMCH in limbo

Ratodero, Sindh: Work on the Magnetic Resonance Imaging MRI project is still pending at Chandka Medical College Hospital in Larkana.

Presently, a CT scan there has been started initially, but without installation of standby generator and it is feared that its machinery will soon become idle due to frequent electricity fluctuations. On the other hand reports of CT scan are not being prepared and given to the patients by the consultant doctors because no FCPS doctor in radiology has so far been recruited by the Benazir Bhutto Medical University authorities due to whom this project is yet to function properly.

Four MRI/CT Scan projects were approved in 2006 by the then federal government on 5050 cost sharing basis and federal government not only released the amount but placed it at the disposal of Sindh government for execution but personal likes & dislikes came in the way and bureaucratic tactics were used resulting two projects have so far been completed at Karachi & Hyderabad only and other two are stilling lingering at Nawabshah and Larkana which shows how taxpayer’s money is wasted by the political governments and poor people are kept away from their own basic health rights.

Three senior citizens and advocates of Larkana, Comrade Sobho Gianchandani, Illahi Bux Kehar and Abdul Ghafoor Bhurgari, sent a written application on March 09, 2013 to various related government authorities to start FCPS Radiology Course at BBMU, Larkana, for which one qualified FCPS doctor is must and should be recruited even without experience but the university authorities despite repeated commitments have done nothing as yet.

Senior citizens and Writers Club also sent several applications to higher government authorities at provincial & federal government level but in vain as yet as nothing has been done. Pole Mounted Transformer has been provided by the contractor at the site in Larkana but its connecting cable and PMT documents are still missing and have not been delivered by the contractor to CMCH authorities of at Health Department due to which SEPCO Larkana authorities have threatened to remove PMT because of non-submission of proper PMT documents.

Chandka Hospital authorities have time & again approached the Sindh Health Department, Karachi, which not only issued but signed & awarded contracts to various contractors and is monitoring execution of this project, but they are also keeping mum which too has risen fastidious whether the project will ever be completed or it will take another ten years.

The CMCH Medical Superintendent in his latest letter dated: 12.4.2013 to the Health Department has said that poor patients and injured continue to suffer for no fault of theirs due to non completion of the project. He has further request for issuing strict instructions to the contractors to complete their work properly and handover to the CMCH authorities.

On the other hand Chairman & Associate Professor, Dr. Farooq Ahmed Shaikh, Radiology & Imaging Department, BBMU and Chandka Medical College in a letter to the MS CMCH has required to get the posted doctors’ training through the suppliers to run the machinery properly which was arranged three days ago.

He has further demanded posting of trained staff and provision of necessary furniture & fixture and fixing of charges to be charged from the intending patients. Most of the staff has been provided and some are yet to be posted. People of Larkana have demanded that the project must then be started when the services of FCPS doctor are acquired or on permanent basis which should be done on urgent basis otherwise patients specially injured will continue to suffer for wrong or poor reporting and diagnosis.
