CMCH’s M&R funds still not released fully

LARKANA: M&R funds of Rs 50 million allocated to Chandka Medical College Hospital during the current financial year have been half released and an amount of Rs 22.50 is yet to be released and placed at the disposal of the Medical Superintendent of the Hospital to carry out M&R works.

The condition of the quarters and bungalows is dilapidated as all are very old and have consumed their life. The plumbing and electrical work fittings have become outdated. An advertisement appeared in the daily newspapers in late March 2015 for carrying out 28 major and minor maintenance & repair works of the hospital, its wards, bungalows & quarters appeared in various newspapers for which April 14 was the last date for submitting offers by the contractors but suddenly the advertisement was cancelled “due to non-release of remaining M&R funds”. The first half of the allocated funds was released in December 2014, six months late after budget approval by Sindh Assembly.

All the works are at the completion stage which were previously ordered. Had the government released balance amount of budget allocation it would have been properly utilized by end of June 2015 but non-receipt of the amount has rendered all the required works in shabby condition.

Sources said that M&R budget is either not allocated annually or is always released very late by the Finance Department (FD) officials, forcing the DDOs to surrender the amount due to closure of the FY. These sources further disclosed that 10% commission is always demanded when concerned departments approach FD for release of the allocated budget amount under any head.
