New local govt law to be tabled before Dec 15: Khuhro

KARACHI: Senior Sindh Minister Nisar Ahmed Khuhro said on Tuesday that Election Commission had stated about impossibility of holding local body election by December 15, however, Sindh government had prepared the draft of new local government system which would be submitted in Supreme Court before December 15.

“Will Supreme Court want repromulgation of local government ordinance in order to meet its 15 December deadline,” he said while talking to media at his office in Sindh Assembly. Khuhro said that preparation had been made to table new local government system bill 2013 in Sindh Assembly, however, political parties in and out of assembly would be taken into confidence for approval of the draft bill, which would later be tabled in the assembly for approval.

To a question, Khuhro said that new local government system would not support any particular party as it would be uniform system across Sindh province. He said that under new local government system, there would be no state within state as powers of local bodies had been clarified in it and their work would be to deal with sanitation, water supply and others. However, the powers of Sindh government organizations would not be with local body institutions, Khuhro said.

He said that General Zia had not given women representation in 79 local body system, while under 2001 local body system General Musharraf in a bid to prolong his rule and escape general elections, had given massive powers to Nazimeen while provincial government was bypassed. However, democratic government would not create state within state, he clarified.

Khuhro said that under new local government system, it had been proposed to give rural areas of Karachi under District Council while town and union committees would be in urban areas, where direct elections would be held.
